About This Project

Background
In 2023, UNICEF Cambodia, in close collaboration with the Ministry of Health (MoH) and key partners, including the World Health Organization (WHO) and the Clinton Health Access Initiative (CHAI), conducted a comprehensive assessment of Cambodia's Health Management Information System (HMIS). This assessment identified several critical challenges in the current system, including limitations in data accuracy, timeliness, accessibility, and analytical capacity. These weaknesses significantly impact the ability of the healthcare system to make informed decisions, respond effectively to public health needs, and monitor healthcare program outcomes. To address these challenges, the Ministry of Health, supported by UNICEF Cambodia, has committed to upgrading the existing HMIS by adopting DHIS2—an open-source, globally recognized software platform designed to streamline the collection, aggregation, analysis, and reporting of health data. DHIS2 has been successfully deployed in multiple countries to modernize health information systems, enabling enhanced data interoperability, scalability, and improved analytics for informed decision-making. As part of this transformation, UNICEF Cambodia has organized a study tour for a delegation from the Ministry of Health to visit Oslo University from September 16 to 20, 2024. This visit will provide the delegation with an opportunity to gain a deeper understanding of DHIS2's functionality, explore its practical applications, and learn from the university's extensive experience in supporting DHIS2 implementation globally. The insights gained from this visit will help shape the Ministry's strategy for upgrading Cambodia's HMIS and ensure that the system is aligned with the country's healthcare priorities and digital transformation goals. By adopting DHIS2, Cambodia aims to address the current gaps in its health information system and create a robust, responsive, and sustainable platform that can drive improvements in healthcare delivery, enhance data-driven decision-making, and contribute to better health outcomes for the population.
Objectives
The primary objective of this assignment is to support the Ministry of Health (MoH) of Cambodia in its efforts to modernize and upgrade the Health Management Information System (HMIS) by adopting the DHIS2 platform. This initiative aims to address key challenges identified in the current system, including data inaccuracy, delays in reporting, limited accessibility, and a lack of robust analytical capabilities. The overall goal is to strengthen Cambodia's health information infrastructure, enabling more efficient and effective data collection, management, and utilization for informed decision-making and improved public health outcomes.
